Premise: Specific, well defined targets define the priorities of the organization and the organization itself, direct energy, maintain focus despite setbacks, and help to avoid chaos

a) Department heads and administration:  Meetings: Appoint project lead, lead jr., target leads, leads jr., and contact person for each department. select targets.    (1-2 hours)

b) Communicate: Get target input from staff and report selected targets to staff (add on to meeting)
